"this package does not apply to the operating system you are running" error

I was trying to run Cyberlink Power Director 3.00.1706 and it fails to
import *.dvr-ms files and states to run the Q810243 update.

When trying to run this update, I get an error stating "This package
does not apply to the operating system you are running"

I am running Version 5.1 (Build 2600.xpsp2.030422-1633: Service Pack
1)

This update should add:

I have newer versions of both Encdec.dll and Sbe.dll (both are
6.5.2600.1321 and presumably from an install of the DirectX 9.0 SDK).
I don't have a copy of Verifmce.dll, and suspect this is the key file
required for Power Director.
Any ideas? I tried to rename the two .dlls I have and that did not
work.
