Page wont load error

When trying to run many of the programs in the control panel, I get a "page
won't load" error. This started when I was trying to run "personalization"
to change the desktop. I find I cannot access many of the programs now.

I also have a problem when I enlarge an "explore" screen (directory, etc.)
in that it goes black. The icons are still there, but not visible. If I go
back and reduce the size of the window, the icons come back.. (this is the
problem that started me looking in the control panel to begin with.)

I am running Vista Home Premium on HP Laptop.

Have you recently installed a program that could have caused this? Maybe it's
not really compatible with Vista, or you've installed some malware..
