Where in vista can i turn on/off increase/decrease the Page File?

Right-click Computer > Properties > Advanced system settings.....

Basically the same as XP.

Start-> rt-click "Computer" Properties.
Under "Tasks" on the left, click "Advanced System Settings"
In the "Performance" section, click the "Settings" button
On the "Advanced" tab, Virtual Memory section, click the "Change" button.
