paintshop drawing etc

On Vista, painshop (not pro or anything) when you try to draw/fill in/ take a
sample colour(probably other functions) the software uses a pixel up and to
the left by about 8 pixels(maybe more) which makes it pretty difficult to use.
What is wrong, can I fix it?
It seems like a pretty basic bug.
