My friend has a problem with his boy abusing of Messenger.
Is there a way to limit the usage of "Live Messenger" or "Msn Messenger"
to a timeframe decided by the father.
Example from 18:00 to 19:00 or any other timeframe

My friend O.S. : Windows XP SP2

your friend could use http://www.netintelligence.com, which provides
parental controls,
or he could upgrade to Windows Vista which includes parental controls anyway.
