Parental Control

My brother's computer(Vista Ultimate) has a tv tuner, can i configure the
parental control to block certain tv programes and limit the amount of time
he spends, because not all programes are for 12 year olds and he must do his
homework?I am the admin of his computer, he has only a limited account.
