Parental controls not working

I set up the parental controls for my son's standard account with Vista Home
Premium. Everything seem to work until it blocks something. It does not
require my password to bypass the controls. I created a new "test" standard
account and the same thing happened.

I think my problem is more with user accounts. I just logged into my son's
standard account. I clicked on the parental controls icon in the taskbar and
a window popped up that said, "you are the computer administrator and have no
parental controls." How can I get my user accounts to work the way they are
supposed to?
