with Parental controls turned on web pages wont load "http 404 err

i'm using parental controls for 2 user profiles but it wont let the users
open any web page saying there is a error ..I have blocked some websites by
adding them but safe sites like for instance their window mail or internet
explorer wont work..btw i have vista basic thank you for any help
