Maybe it helps if you defragment the partition.

Just setting up a new Vista Home Premium PC. Disk Management indicates
223G in drive C, with 213G available. But when I try to shrink the
drive, it shows only 112G available shrink space. It also says "size
of available shrink space can be restricted by snapshots or
pagefiles..."

Not sure what to do about snapshots and pagefiles, but I'd like to get
the drive to about 40-50G. Any ideas? Thanks!

So, You want to limit a user to a certain amount of disk space or are you
trying to compress the drive?

How to turn off page file (do this before your "shrink":

right click computer
properties
advanced tab
settings under performance
advanced tab
change under virtual memory
uncheck automatically manage paging file for all drives (if you have 2 GB be
prepared for slow PC)
select no paging file
OK
OK
OK
reboot

same steps to turn off paging file will turn it back on

page file off. depends on what you do. VM too low error, slower PC, etc.
if you have a lot a RAM then you wont be affected at any great cost.

Haven't checked, but it's a brand new PC, how fragmented could it be?

"The built-in shrink utility will be able to decrease the partition size till
it bumps against the first unmovable/locked system file. In theory, the
only locked file on a data store partition should be the System Volume
Information file and the recycle bin.

You can try 2 things.

1. Use a 3rd party defrag tool (PerfectDisk) to defrag the partition.
These
tools do a better job than the built in tool to consolidate free space. If
the graphic
still shows a bunch of files toward the end of the partition you can perform
a boot time defrag on the drive. This will allow the tool to defrag even the
locked system files - if you have set it to do so in the tools options.

2. If you want to decrease the partition further you will need a 3rd
party Disk
Management tool. I use Acronis Disk Director suite. The latest posted
version (ver 10.0 build 2160) is 100% Vista compatible. After installing the
program, create the emergency CD. Reboot the computer and boot up with
this CD. Do your partition work from there. You will not be hampered with
locked files."
