Patch from 1/10/06 calling home

I wonder why a Microsoft patch from 1/10/06 caused Zone Alarm request
permission to access a Microsoft DNS server?

I downloaded Media Connect 2.0 and then KB829019. When KB829019 was
installing, Zone Alarm asked me if I wanted to let the install program
from KB829019 to access an IP address of 64.4.23.125 DNS.

I wonder why.

Is KB829019 offered as a Recommended update at Windows Update ?
This KB article, http://support.microsoft.com/kb/829019
is titled " Microsoft Deploying .NET Applications Lifecycle Guide "
That's not much help, is it ?
I have no idea why a .NET 2.0 framework install would be phoning home to
Hotmail.
