Patch stuck downloading to clients

I have to W2K3 servers that are in a failover cluster. The WSUS client is
stuck in the process of downloading the patches. I've tried deleting the
contents of the SoftwareDistribution directory, resetting their WSUS
authorization, and other potential solutions I have seen listed for
troubleshooting WSUS problems. None of them have worked.

Does anyone know why a download gets stuck x percentage in?
