patch tppe identification

How can one find whether a patch/update is a OS update or a non-OS
update(product update) ?

Typically, KB numbers refer to OS updates and Q numbers refer to non-OS
updates. Q numbers with Qyy_xx_xx format refer to updates other than IE and Q
numbers with Qyy format refer to IE updates. This is an observation from
Microsoft Bulletins and also from the MSSecure.xml.

Does this make any sense or is my understanding not correct.
