Is this site genuine? It doesn't look the same as other Microsoft sites.

It's not a Microsoft site at all AFAICS......

No, it's not. It's registered to a person in Sweden, see i.e.

It's genuine if you want to pay for 3rd party patches that can be
obtained free from MS. For the update offered on that patch, one can
obtain either Automatic Updates or from the links on this page:
http://www.microsoft.com/technet/sec.../MS06-040.mspx

Besides not only paying for it, how would one know to trust the content
of this patch or even if the patch would be received after payment was
sent ?
And why are there no other pages linking from that one except one that
asks for payment ?
Suspicious at least; malevolent at worse.
