Hi Ian,
Well, the service is available to those billable in Austria, Belgium, Finland, France,
Germany, Ireland, Italy, Spain, Netherlands, UK and the US.
If you change your Passport locale at
http://account.live.com to one of these countries then
it should appear and you can get started and see if it lets you be successful. I'm not
really quite sure how laid back Verizon is about their billing.
