Have you tried running each of these programs with Administrator privileges?
Right-click the program shortcut, select Run as Administrator and then see
if that helps. Then try running normally - do the programs stop trying to
reinitialize? They could well be requiring Administrator rights and aren't
implicitly asking for them, which is why they can't write certain registry
keys.
