PGM file won't download properly in Vista

My daughter purchased a new Dell laptop with Windows Vista operating system
installed ( NTFS ) . I e-mailed her a PGM file ( PFTAUSW-080410.PGM ) that
was 1789 KB in size as an attachment . When she tries to download the
attached file to her desktop it starts the download and says the download was
completed . The problem is that when the file is downloaded to her desktop it
only shows as being 569 KB in size instead of the original 1789 KB . I tried
several times downloading it to the desktop and each time it indicated the
download was complete and each time the file size was different . I tried
downloading the file from the e-mail directly to her USB drive ( FAT ) and
had no problem downloading to the USB drive and it showed the size was the
same as the original --- 1789 KB . The file works as it is supposed to when
downloaded from the USB but is inoperable when downloaded from the desktop.
Any ideas why the desktop does not seem to download the entire file even
though it indicates that it has ??

What is a PGM file? What happens if you rename it so that its name ends in
something else (I use .ZAP) and then have the recipient rename it to .PGM?

Also try downloading it somewhere other than the desktop. How about her
User\Documents folder?

I get the same results no matter where on the laptop i download the file . if
I plug a usb stick in to the laptop I can download the file direct to the
stick so I think the problem lies with vista and the laptop .
