Phone Modem

Dell Computer

Vista OS

I try using the Phone Dialer and it says it's dialing then a message comes
on that "Another program is using the selected Telephony device. Try again
after the other program completes." I don't know what other program it might
be, I've never used the phone modem before.

Any ideas?

What is the selected telephony device?

Does the computer actually have a modem? Unless it's a laptop, it likely
doesn't.
