Photoshop cS3

I am running Vista Home Premium 32 bit,my problem is that having
upgraded from Adobe Photoshop 7 to CS3,I cannot get the CS3 recognised
as the default image software.
Any images already saved previously will only open in Photoshop 7.I
have tried deleting the older version but this only renders the images
un-viewable.
I have tried the various methods reccomended on the web,but can't find
a way to get CS3 into 'default panel'.
Is this a Photoshop issue or is it a Vista peculiarity.
