If you remove a file called desktop.ini then it should reset the folder
permissions

Hello MkHarris,

This can help show you how to restore this user folder's default icon.

Start Explorer

Select Tools -> Folder Options -> View tab

Uncheck "Hide protected operating system file (Recommended)"

Navigate to your pictures folder and open desktop.ini, if there isn't one,
create one.

Cut and paste the following

[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell 32.dll,-21779
InfoTip=@%SystemRoot%\system32\shell32.dll,-12688
IconResource=%SystemRoot%\system32\imageres.dll,-113
IconFile=%SystemRoot%\system32\shell32.dll
IconIndex=-236
[LocalizedFileNames]
Sample Pictures.lnk=@%SystemRoot%\system32\shell32.dll,-21805

and save desktop.ini.

If you can't save over the original, you may need to change permissions.
It's a hidden system file and not normally edited by the user.

Fixing the "Desktop.ini" file should work. See:

Shell folders are displayed with the standard folder icon in Windows Vista:

Fix Desktop.INI files in Special Folders using DesktopINIFix for Windows
