Pin to start menu

Maybe someone have suggestions to fix this problem. I have no idea what
happen that Pin to start-up menu despaired. I tried to find the solution on
the web but nothing works I running Vista Ultimate Until 2 days ago I had no
problem and in some point Pin to menu disappeared.

Click Start. Right click in the recently opened program list area. Click
Properties. Click Start Menu tab. Click Customize. Increase the menu size by
increasing the number of recent programs to display. Close windows returning
to list of recently opened programs.
Select any recently opened programs listed and right click. Select Remove
from list.
Remove all but one of the programs (not previously pinned ones) making sure
that there is empty space on the start menu. Select the remaining recently
opened program and right click. Now that the menu isn't full did the Pin to
Start Menu option return?

Thanks Qfreed
But it did not work.
You see my list of recent program is blank and, I don’t see the line which
separates Pin program from recent use programs.
And I can’t figure it out what did happen.
If you have other suggestions I will be glad to try.
