"The pipe state is invalid"

I keep getting this error when I try to open alot of my programs,especially
windows
programs such as msconfig or control panel programs.

This started when I turned my toshiba satellite laptop this morning.(was
working fine last night).

Anyone know how to fix this?

Hmm...

A "pipe" is used for communication between programs running on your
computer. In Vista, pipes have security attributes to prevent tampering.
To cause these problems, I suspect a (faulty or malicious) program is
running as Administrator (you'd need to be confirming this with the UAC
dialog, so you should know...) or a driver is faulty.

Sorry, I don't have an easy solution (never seen that before), but maybe
that will help you looking in the right direction.

In XP it requires a service pack so no help in Vista. What are you doing or
running when this error occurs?
