Mine does that a bit too, although maybe for only 10 seconds. I think it
may be the video driver initializing (the bouncing bar stuff is done
using a generic driver and video mode.)
Before SP1, after the blackout, the logo screen would show 'starting
windows' and a few other things before the login. Now, it usually goes
directly to the login.
