Please Help - second HDD unknown; unreadable; unallocated

I just finished assembling my computer. It’s an ambitious project with
Gigabyte GA-P-35- DS4 Motherboard and two HDD
a) Western Digital Raptor WD1500ADFD 150GB 10,000 RPM Serial ATA150 (for OS
+ programms)
b) Western Digital Caviar SE16 WD7500AAKS 750GB 7200 RPM SATA 3.0Gb/s (for
all other things)

Vista 64-bit installation was easy, problems started right after. Under
Computer only one Hard Disk Drive is shown – Raptor.
BIOS shows both:
IDE Channel 0 Master – WDC WD1500 ...
IDE Channel 1 Master – WDC WD7500 ...

Start/Control panel/System and Maintenance/Administrative Tools – Create and
Format Disk Partition under Disk Management shows unpromising picture

Second HD (WD Caviar) drive is unknown – unreadable - unallocated. Left
Click on it shows Properties (General / This device is working properly) &
Help. Right Click on it shows window, where first three (New Simple Volume;
New Spanned Volume; New Striped Volume) command lines are GRAY and not
working (second two: Properties & Help are OK)

I tried anything what came to mind like false new installation – unplug
disk, reboot / plug in, reboot – same result. Even upgraded BIOS (F11) from
Gigabyte – disk still unreadable.

Any help will be greatly appreciated

If it is new, or blank, first it has to be initialized (partitioned) and
then formatted, just like in the old days.
You do this with control panel/computer management/disk management
Both disks should be shown, but of course the new one will not be usable.
click on it (or right click, I can't remember) until you get a menu that
says initialize it.
Once it is initialized, you will be able to format it. Then it will show up
in Computer.

Thank you for answer. I really appreciate your attempt to help!
But, my problem is – there ISN’T Menu which allows me to initialize that
disk. Under “Disk Management” with right click I can get Menu, where first
three (New Simple Volume; New Spanned Volume; New Striped Volume) command
lines are GRAY and not working. And that is my Dead End – I don’t know how to
pass it.
