please help with windows xp sp3

i have windows xp on my comptuer and when i downloaded the sp3 on my comptuer
and when it ask for me to restart it it does but when it comes back on it
then it goes to the screen where it says start in normall or safe mode. what
do i do?

Continual reboots or can only boot into Safe Mode after installing WinXP
SP3?
