pocket pc 2002 network activesync doesn't connect

Active sync works in the cradle but not over the network. I'm, using a 1xRTT
card and the connection works for internet explorer. I'm using AS 3.71.

In some posts, I noticed some discussion about using work settings instead
of Internet settings for connections. Is there a reason for that - work
settings did not seem to change anything thought I was having trouble setting
them up.

How does activesync know where the pc is - does it remember the IP from the
last cradle sync? What ports are used? Does network activesync use any
encryption?

ActiveSync connectivity over the Internet is problematic (note: it
should work fine over the intranet), as it was never designed to work
over the Internet. Set your connection to Work, and also set the WINS
address to that of your desktop computer.
