NO. That junction belongs to Vista along with several others. It is used to
redirect references in previous versions of Windows to their proper Vista
locations. Why would you even think of playing with the OS like this when
you don't even know what it is you're playing with? You go dorking around
with your OS and you're asking for trouble big time. But I invite you do
delete everything you don't know or understand on your hard drive. You'll
then have lots of space! Your system may not work, but that's just a minor
consideration as long as you have the space.
