pointer is out of sequence with lines.

It seems as though when I try to point to something, whether to open it or
highligh a subject or line, the mouse pointer is usually one line or so off.
I point at it and the hand comes up and the pointer jumps to the top of the
line or highlighted area. How can I get the pointer in sink??
