PolicyStatementExtension OID in Offline Root CA?

Regadring a PKI Project, i read the PKI book.

on Page 96 "If your organization plans to use PKI-enabled applications in
conjunc
tion with other organizations, you must obtain an OID from a public number-
assignment company to ensure that your OID will be unique on the Internet.
Sources for public OIDs include: "

Currently there are no plans to have that scenario.

But if the day comes, do we have to reqeust and integrate the company OID in
the CAPolicy,inf on the offline root CA, to be able to use the PKI-enabled
apps, or do we place the company OID in the issuing CA server ?
