whenever i start up or wakeup i get a small screen asking about a
certificate, which is blank. i just close it out. also a popup showing my
computer's drives. interesting but how do i stop them from poping up. i don't
use or need either one of them. i have pop ups blocked of course. thanks

You can use this utility to find things running at startup.
AutoRuns for Windows v8.61:

great site to find start ups., but i don't even know where toidentify the
program so as to disable it. a screen asking what certifatew to use and also
a screen that shows "my computer". also i can't do anything on computer until
pop up screen shows-then i close them-then i can go on my merry way using
computer.

My approach would be to use the app to disable half the 'non-Microsoft"
startups, and use a process of elimination to discover the cause.
