Popups and dial up connection tab

How can I stop popups. Have windows xp. Have my blocker set on high and am
putting a lot of these in the restricted site zone under my internet options.
Also, why does my dial up connection box (have dial up not dsl) keep coming
up when I am just working on a document and am not on the internet. Just
started doing this a couple of days ago. It has always done this in Microsoft
Works.
