Possible problem with KB928366 .net 1.1 update

A neighbour of mine has a problem with KB928366 (NET Framework 1.1 Service
Pack 1 SYSTEM.WEB.DLL and MSCOREE.DLL Security Update for Windows 2000,
Windows XP, Windows 2003 Server x64/IA64 and Windows 2003 Server R2
x64/IA64) as it kept insisting on being reinstalled every time she booted up
the PC.

I have temporarily got round this by adding it to the 'don't try to download
this again' route.

Looking at her update history, it is plastered with KB928366 updates - all
of which claim to have been installed successfully.

My question is therefore:
Do I just leave things as they are now, since it claims to be installed ok,
or should I sort this out.

I have downloaded the distribution pack for .NET Framework 1.1, the service
pack 1 and KB928366 update from the MS download centre.
Should I use the Windows Installer cleaner tool to wipe it and reload
everything, or am I just wasting my time and it is all ok anyway?

Try installing the update in safe mode.
