Is it possible to stop a standard account from intalling & uninsta

Is it possible to stop a standard account from installing and uninstalling
softwares and such? I am using windows vista home premium.

It depends on the software. If the software will install and run from the
user's folders then you can't stop it. In this case the software will only
be able to access the user's data and shouldn't cause any problems except
maybe for that user.This would be pretty rare software. Most software
installs to the Program Files folder. A standard user could not do this
unless they knew an administrator user name and password.
