I have a desktop computer which run Vista , when it is in the sleep ,does it

Mine draws 6W in sleep, which is the same as when it is switched off. Only
by unplugging it does it go to zero.

As long as your computer is "on" it consumers power. I'll assume you
mean electrical power.

In sleep mode the CPU, drives, and video are off, but the motherboard
clock is still running to keep the memory refreshed. It still consumes
power, but not much more than powered off, plugged in. When the system
is powered off the mouse, keyboard, or LAN could still be powered, to
perform wake-up functions, depending on their BIOS settings.

unless you pull the plug or turn off the power strip, the machine will draw
between 25-40W in sleep/hibernate mode or 6-10W when 'off'.
