How to power down USB device and hub ?

Is there some way to power down specific USB device and hub ?

I mean power down , not just disable them .

No. If your driver does its "selective suspend" power management properly
and signals when it is idle, the operating system can cut power to the
device, and to the hub if all its devices are idle.
