Power Options Not Available

I have seen many posts on this issue, and all over the internet, but no
solutions.

When I access my power options in Vista Business x64, it says my plan
is not available.

If I try and view the active plan using powercfg...I get permission
denied, but I am logged in as Admin. If I list out the power plans
using powercfg, I see a huge list...but this is the only view I can get
of them.

I have a Thinkpad, and I have tried it's power management software.
When I load the Thinkpad software, I get a blank list for the power
plans! And no changes save, and I cannot create a new one.

As anyone had any luck with this issue? It is like I am somehow locked
out from doing anything with the plans...but they are there somewhere.
