Power Options, unable to access

I cannot access Power Options via the control panel. I have a new Dell XPS
w/ Vista Home Premium, 2 users - both Administrators, neither of us can
access to make power option changes. Tried safe mode and that did not work
either. The error message is "Your Power Plan Information Is Not Available"
