Preparing to Download Just Sits There

I have a client's PC that cannot perform Windows
updates. I have deleted temp files, cookies, etc. The
date and time are even correct. When I go to install
selected updates, it brings up the download dialog box,
but nothing ever happens. There are no bars on the
download progress whatsoever. If you cancel, it let's
you know that IE has encountered a problem.

I cannot access hyperlinks either - from both IE 6 or
Outlook Express. It opens a window, but the window does
not take you anywhere. I have registered all specified
DLL's, I have checked the registry, I have checked file
associations for URL's but nothing comes up when done.

Ideas?

What is the OS and which Windows Update site are you visiting ?
If it's a Win9x system, have you attempted to Repair IE ?
