I will be upgrading my system board from an Athlon 64 3200 to a DualCore
Athlon x2 5000 system motherboard and new memory and new peripherals.

Is there a standard way to upgrade my system with out having to go through
reinstalling Vista Home Premium 64bit Vaersion. In other words After I
upgrade the MainBoard nad components can I just do a reinstall of my copy of
Vista 64Bit Home Premium so it picks up the changes? I know I'll probably
have to go through the Validation process again after installing the NEW main
board.

The purpose of this upgrade is to improve perfomance under Vista 64Bit.

You shouldn't need to perform a completely new Vista installation,
but you will need to perform, at a minimum, a "Startup Repair" to enable
Vista to properly boot and run on the new hardware.
