Prevent IE7 from downloading .EXE files?

I need to configure a Windows XP Home computer so that a child with a LUA cannot
download .EXE files from the IE7 browser.

So, if the LUA user clicks on a link that goes to a .EXE file, the download is blocked.
(Administrator accounts would obviously not have this restriction.

Can anyone please tell me how to do this?

What about other types of executable file, like .vbs or .bat or .reg or...

What you need is parental control software. Windows XP doesn't do that.

With Windows XP Home the only way to do this is to disallow *all* networking
including Internet and the local network.
With IE8 and XP Pro you might be able to implement an appropriate group
policy configuration.
