Printer Driver Programmer for Vista

Hello:

I'm looking for someone to write a vista/xp printer driver for me. I have a win95 driver for a Tec thermal printer with factory programming manual. XP/Vista driver does not exist. Does anyone know of a website or where I can go to hire someone to write a driver for me? Is there a local website where I can find programmers or do I have to post on a foreign programmer website (India, Russia)?

I would appreciate if someone can point me in the right direction or assist. There is no XP Vista driver for this model. I check with manufacturer. Only Win 95 drivers.
