Printer profiles erased - driver will not reinstall

I have two printers. Canon S300 and Epson Photo 900. Both profiles have been
removed from the printer folder and I am unable to reinstall the drivers. I
have tried to add a printer but I get the error "Operation could not be
completed. The print spooler service is not running." Any recommendations?
