I am pretty sure that future changes will not propagate to people who *were*
receiving updates previously. The problem you are now seeing is that updates
made before you changed the sharing security for What's New will not clear from
people who received them until the age off of their feed list. It isn't
refreshed continually. Once it is sent to an authorized receiver, it is on their
list.
