problem accessing shared folders via internet explorer

Hallo,
I have a windows server in a domain with some shared folders, i need
to access it from a pc NOT in the domain through a web page.

When I click on the link it doesn't work, if I access the folders
clicking on start --- > run \\ipserver\folder it asks for the
credential,

Why doesn't it ask for login and password when i click on the link in
the web page?
