PROBLEM after downloading KB8889293 UPDATE

I use Windows 98SE. All up to date and as stable as Gibraltar, until last
Saturday.

Since downloading update KB8889293 on December 2nd I've lost the ability, in
Windows Explorer and for that matter anywhere, to click on File and then open
a new folder or window.

The New option has totally disappeared. This makes life very hard!

I could restore the missing file from my W98SE setup CD if I knew what to
look for.

Does anyone have any ideas?
