Problem with BITS on Vista

I've been having problems with my Background Intelligent Transfer Service
(BITS) for a while now. I don't really know how I would re-download or update
it since I can't seem to find the download on microsoft.com (all they have is
the xp versions).

When I head into my service list the BITS file shows up with an error next
to it. It reads:
<Failed to Read Description. Error Code:988>

And when I head into properties I get these errors:

-Configuration Manager: A general internal error occured.
-Invalid access to memory location.

Can anyone here give advice to what I can do?
