A problem caused this program to stop interacting with Windows

I try to run Photoshop.exe, but it doesn't respond. I get this error
message. How to fix it? I have no idea where is a problem? I had no
problems with it earlier.

Have you checked with Adobe to see if this is a known problem with their
software under Vista?

That looks like you're running Photoshop CS. Adobe has clearly stated that
CS3 (and thus CS4) are supported on Vista and CS2 will work but "not
officially" and "with minimal known issues". Owners of earlier versions
such as CS are probably out of luck.
