Problem with Dot-Net

I've routinely run all WinXP Home updates. In the course of this I've added
Dot-Net 1.0, 2.0, and 3.0 plus various updates. The other day I downloaded
and installed the latest dot-net 3 update. It failed. But the result was
to screw up my QuickBooks program. After spending three hours on the phone
with Intuit support we got it going again. But in the course of this, we
tried uninstalling dot-net 3 and got a "Setup Error Message"

"An error occurred during Setup. Installed files have been removed from your
computer.For known issues and reporting information see the online reader
(link). For error information see the error log (link)."

The error log link tries to download and install a 50 MB file:
dotnetfx3,exe - which doesn't seem to be an error log.

Question 1 - how can I remove the flawed Dot-Net 3.0

Question2 - Why do I even need Dot-Net Framework. What on earth does it do
for me?

Answer to Question 1: Use the Automated cleanup tool to remove .NET
Framework 3.0

Automated cleanup tool

Extract the tool to the Desktop. Open the folder and read the ReadMe.
Then run the tool. Remove .NET Framework 3.0 *** ONLY ***.
IF an error message appears that states that .NET Framework 3.0 can not
be uninstalled, restart the system anyway with the tool still open.

[ IF Quickbooks needs it to run then an error message will appear after
using the above tool and the system has restarted. It should NOT as
you've stated that Quickbooks is " going again " ]


Answer to Question 2: Because Quickbooks needs a version of .NET to run
and either installed it when Quickbooks was installed or, downloaded and
installed it when Quickbooks was installed.
Since .NET 3.0 is screwed up, it's another .NET runtime that apparently
is needed for Quickbooks to run properly.

IF no software needs .NET 3.0 in order for it to run, then you do NOT
need to reinstall it.

I noted during the reinstall of QB, that it installed DotNet 2.0. So I'll
see about removing DotNet 3.0

This issue can be caused by a damaged .NET Framework 2.0 installation. In
order to resolve the issue, we have to remove/reinstall previous versions of
..NET Framework. Based on its current status, I suggest trying the following
troubleshooting steps.

Step 1: Download Microsoft Windows Installer Cleanup Utility
=============================================
1. Please visit:
http://download.microsoft.com/downlo...BD/msicuu2.exe
2. Save the file on your Desktop
3. Double click the file msicuu2.exe on the Desktop to install this tool on
the computer.

Step 2: Remove the previous version of .NET Framework 2.0 if installed.
================================================== ===
1. Click Start -> (All) Programs->Windows Installer Clean Up.
2. Please locate and remove all .NET Framework products.

After removing .NET Framework components, let's reinstall .NET Framework 3.0
and its updates.

Step 3: Manually downloading and installing Microsoft .NET Framework 3.0
================================================== =====
1. Click the following link:

Microsoft .NET Framework 3.0
http://go.microsoft.com/fwlink/?LinkID=70848

2. When the file download window appears, please click "Save", and follow
the directions to save it on the Desktop. After downloading the Microsoft
..NET Framework 3.0 setup file on your Desktop, double-click to manually
install it.

3. After completing the above steps, please restart the computer and install
the updates for .NET Framework 3.0 from the following links:
