Problem downloading Windows Vista and Explorer 7

I have tried to download the new windows vista and internet explorer 7 from
the windows website on my home pc. When I attempt to do this, the page will
not load and it causes my cable modem to reboot. Does anybody have any
suggestions or solutions to why this is happening and what can be done to
correct it?
