Problem with Hotfix kb917422 on Windows 2000 Advanced Server

I have a Windows 2000 Advanced Server running Terminal Services in
Application mode. After installing Hotfix kb917422, users logging in via
terminal services started complaining because applications that access files
in the "Windows" directory were now using "C:\WinNT" instead of their
personal directory: "C:\Documents and Settings\<User Name>\WINDOWS".

I have uninstalled and reinstalled kb917422 several times to verify that it
is indeed causing this problem but have no idea why.

Does anyone else have this problem or know how to report it to Microsoft so
that it can be fixed?

A Google search will show that this KB is causing applications to fail. One
user has stated they spent 8 hours on a call with a Microsoft rep that has
ended the call with "Contact you Application vendor".

Well, I am an application vendor and a change like this is not a quick fix.
It takes months to put together a release/change of this magnitude. So,
either Microsoft will need to rethink this change or the community will be
running without this KB917422 applied thus leaving the security hole opened.

Contact Microsoft and stress your concerns.

I found a message from a German user as a response to Todd Erickson's query
of Aug 11th stating that MS were going to issue a hot fix for this issue
"tomorrow". Unfortunately I don't know when he wrote the response. Has
anybody any knowledge of a fix for this issue having been produced?

Thanks Peter
