Problem with ip helper

Hello,
I've an problem with the programm ip helper. Sometimes (every 2 houres) I
get an message of windows that IP helper doesn't work anymore and that
windows cant'r run normaly. When I press Ok it close and my windows look like
windows 95. Also the explorer.exe doesn't work. Everytime when I use the
explorer.exe (my documents and my computer) it's very slow and I have to wait
several minutes before it works. Doe anybody know whats wrong with my
computer. Ik use Windows Vista Home Premium (x64).
